Can the 2.8 Heads be used on the 3.4?

Yes, They are the exact same heads. (as long as both are the cast iron heads)
Same part number/casting number.

Iron heads from the Fiero can be used on the iron head 3.4. The Camaro heads are pretty much the same as Fiero heads.

Yes.

Been there, done that.

More specifically, mine on my 2.8L Fiero were mildly ported for better airflow, milled slightly to attain a slightly higher, but still perfectly "streetable" compression ratio (9.2:1) with ordinary pump gas, and later were transported to my 3.4L engine swap (sourced from a 1995 Camaro 3.4L engine block) with no problem.
