I have been trying to get a 1988 Fiero with 4-cylinder to pass smog testing.
Looking in the Owner's Manual, under specifications, the converter is listed as a 3-way.

Does the Fiero use a 3-way converter ?

If a 3-way is used, then the converter would work in conjuntion with the EGR valve to reduce NOx emissions.
The car has a fairly new EGR valve, so the high NOx readings could be due to a failing converter.

Since you're in California, I don't know if Fieros there got different cats from other states. But if not, one of Rodney Dickman's cats will work just fine. I have one on my 88 4-cylinder, and it passes emissions. But I'm in Georgia, not California.

3-way cat has been the law since 1981 according to this:
