The Hydraulic LIFTER in the 2.8-3.4, Has a FLAT side on the outer part (Side, not bottom) What does this DO ? , I've never seen it on any other engine

this is the "Flat Tappet", not roller.

not on a stock lifter it doesn't!
on a roller lifter it does, and requires a keeper to keep the roller parallel to the cam.

just a guess, but allows oil to run down onto the cam, and "oil" where the lifter is sliding up/down the shaft?

on a roller lifter it has a BIG Flat on the top to keep it aligned. On the FLAT Tappet, -> IT DOES (on all stock flat tappets for 2.8-3.4) It's a small 1/8" wide flat, you have to be looking for it!

Hookedonspeed, I thought the same thing, would have made more sense if the groove went "all the way to the bottom" like a drip oiler for each "Lobe".

maybe just to lube the shaft it sits in then? not sure... was just a guess :P

I checked to see if they made (they do for small block chevies) Lifters with like a .005 hole in the bottom to Oil each Cam Lobe. Not for 6s though.
