Make sure the hardware for the handle is not bent or misaligned.... It's a pretty thick cable, I don't believe it could stretch enough to give no braking power. Is the travel smooth at the handle and the brake mechanisms? Also... The cable moves correctly at the equalizer when you pull the handle? (Someone else pulling while you check at the wheels would be best)...

i have a similar problem w/ my 87GT...the handle is hard to pull up and it gives very, very little breaking to the calipers...i can still push it and roll it with the handle pulled..mine is adjusted all the way as well

Look at the rear calipers, when the e-brake is off, do the brackets on the caliper return to their stop positions? If not the e-brake may not be pushing the piston out as much as necessary to stop the rotor from turning.

Just a thought

Or have someone hold the brake peddle down so the brakes are on while you pull the lever on the caliper back with a pliers and then let the spring snap it back forward. Some have had luck doing that.
