The Aux gauges go to ground two ways. Coming out of the Aux gauges cluster the wire goes to splice S212. From S212 wires go to ground G201 (behind the radio) and ground G504 (top forward left hand side of engine). It's unlikely to have two grounds go bad at the same time so I'd focus on the power side
The Gauges fuse supplies power to the Aux gauges and the instrument panel. If power is lost from the Gauges fuse you will lose the Aux gauges and in addition at least the following:
fasten seat belt warning light
hi beam indicator
lh turn signal indicator
rh turn signal indicator
service engine soon light
inst panel lights
coolant gauge
brake warning indicator light
coolant temp warning light
up shift indicatot light
tachmeter
fuel gauge
hood/trunk/door ajar light
So I'd check the gauges fuse again with an ohmeter.
If it tests OK then I'd check the fuse block to make sure that 12V is there on one of the receptacles where the fuse plugs in.
If you have 12V to the fuse block, then I'd reinstall the Gauges fuse and test the pink/black wire (color is from 86 manual but probably the same as other years) going to the Aux gauges to see if you have 12 volts. You'll have to pull the Aux gauges to unplug them and get to the connector.
