As the subject says^^^

I wasn't happy with the "caliper paint". Will powder do better? Anything else?

Ceramic coating would hold up better ,you can spray paint it on (rattle can ) then bake it in oven,, use covered pan as I did for my ceramic coat manifolds'
I think you would be O k with either you just have to be careful because the fluid will eventually ruin the finish,, with a caliper you should not have a real problem ,, you have to protect the finish when bleeding or working on brake system.
the calipers are not easily viewed for detail you should be OK
EDIT if you have this professionally done do not go with the lowest bid or price,, you need to prep parts , then a quality coater will prep ,it is the prep work that determines if it sticks ..many performance brake manufacturerers use powder coat so it will not be harmed by brakefluid

I have been powder coating for many years now, and all the powder is is powder dust that when you cook melts to a plastic coating, so yes powder will withstand brake fluid, the only thing it cannot withstand is chemicals that would eat through plastic, it can handle everything else.
