after som research i found out that its named high beam follower ?

Anyhow, my question is: Is this the little tingy that does that i cant turn the high beam off ? And do i need to work my way down the stearing coloum or can i mount it from the side ( first picture)
The turn signal and the wipers works. i dont know if thats relevant.

Ok, the plastic cover that you took off is broken, you'll have to disassemble the column to put a new one on. That cover holds the follower in place. You can look through this thread to see what will be needed done to fix your column:

okey, that make sense. because when this problem started the plastic cover was bent back and out of place ( thats how i manage to take it off wery easy).
But will this fix my problem with the high beam?

Honestly with how shitty the stock headlights are and how low they are to the ground, do you have a problem with oncoming drivers flashing you or anything? You could probably just get away with living with the problem if you wanted. Or not. Just throwing that out there.

For a temporary fix, take the lower cover off the dash (below the column) and reach up to the dimmer switch and click it so that it changes to low beam.

For the permanent fix, put the column back together.
