touchy response when engine is cold by 2.5

86, duke 5 speed, before teh engine gets nice and warm its jerky, touch teh gas a little and its almost like dead spots. After warm its fine, I just checked the EGR, no carbon buildup and I replaced the gasket which looked ok. Should also mention I'm getting 28-29 mpg at 90% 75mph freeway, 10% city ,seems low. Any ideas?
