I think it very well may be. I was thinking of selling the Turbo and the complete exhaust (minus tips) that go with it.

they told me they used an IHI t25 turbo but neglected to mention that they used ones with t28 hot sides. that would certainly help push the flow peak of the lil turbo up higher. good turbo though for something under 2 liters.

Wow, you actually got ahold of them? Thats a first.

Its actually an RHB5, dont know why you were told a T25/T28?

Design One uses a rather smallish turbo in their kits which will work on a 2.8L only. Upsizing to 3.1L will even put a strain on that size turbo so if you up the displacement make sure that you use a larger turbo.
