While was driving tonight my accelerator stopped doing anything so it seems. When I press it there is no response and it feels kind of loose or maybe I am just used to the feeling of accelerating when i press it. I went and looked at the engine and saw that the cable dose move the round thing that it is connected to on the throttle body.
If I turn that where the cable connects should the engine rev up because turning that did nothing
so not sure if it is the cable or the throttle body

You should be able to manually turn it at the throttlebody to open the (valve, port? Don't remember the technical term, it's late), turn it clockwise towards the spring while the car is on. If the plate opens and sprays fuel in, the revs should go up. Make sure the car is in park and/or the e-brake is applied beforehand. The cable may have snapped inside the sheathing.

so when I turn that and nothing happens then what would the problem be?

Does the plate in the throttle body move? If not, I'd suspect you broke the throttle body shaft (I'm not too familiar with the 4 cyl cars, though) and may halve to replace the throttle body.

The round plastic piece that the cable is connected to may have stripped around the shaft. Pull the air cleaner off so that you can see the throttle plate. Rotate the the plastic piece and see if the plate opens. If it doesn't you need to find a new throttle body to replace the broken one. I have a feeling that's what's happened.

Thanks for the help I went and looked at it in the light today and found that the cable broke between the pulley and the throttle lever. (not quite sure if that is what they are called.)

is there any way to just add a new wire to that or do I have to replace the whole cable?

on the fierostore site they have listed a throttle cable and a universal kick down cable what is a kick down cable

Get the throttle cable from the Fiero Store. The Kickdown cable links the throttle linkage to the automatic transmission.

When this cable is properly adjusted, giving the car wide open throttle causes the throttle linkage to pull on the kickdown cable.

This results in the transmission shifting to the next gear up on an Automatic, allowing the car to go into "Passing gear" mode. When it kicks up, the engine has to run at a higher RPM due to the different gear. It moves the engine into the power band thus providing the best torque and horsepower for passing a car, going up a mountainside, or horsing around.
