how do i raise and lower the fuel pressure on the stock fuel rail

You can buy an adjustable pressure regulator. I recommend the Holley one. It has a nice big knob that makes adjusting it easier than the ones that need a wrench to do this. It is sold by the Fiero store or places like Jegs or Summit racing.

you could shim the spring in the stcok regulator to raise the pressure
