If you're like me, you like for your cars to look "stock". But if you don't mind getting a little crazy, you might as well use that to your advantage and repaint that area a different color. Perhaps paint what whole roof section black, have it go down the sail panel, and then have a graphic go down the sides to the front?
Really though, there's not much you can do. When the clear coat starts to come off, the paint goes away VERY quickly. The paint layer is thin. You could try it, but my recommendation would be to get a junkyard Fiero part and try testing your clear-coat painting skills there first. That's what I'm doing. I have similar issues with my Fiero.
Have you tried the Turtle Wax ICE? I use it on my extremely faded yellow '86 with suprising results. It really adds a lot of (very Temporary) shine to the paint and especially the black trim. This is a cheap and temporary fix for the fading only. If you have 10 bucks and 10 minutes you can shine it up pretty well for car club meeetings and the like. Just an idea if you can't paint it for a while.

Several have done a spray bomb paint job on a section of the car, but you are most likely going to be very unhappy with the results with the silver. If you are spraying a solid color you've got a decent chance of having it look ok, but the silver is going to be very uneven as the spray nozzle isn't designed for large flat areas. You might start out ok, but as you spray for more than a few seconds, the nozzle will start to clog a bit and you'll get a blotted spray pattern.....and you won't see it until it's too late. If you are spraying small parts you can let the paint dry and just repaint it. But, with the sizable section of the car, you really can't do that. You really need a spray gun and good auto paint. If you aren't worried about a perfect job, I'd suggest MAACO or something similar.
If it were me I would see what it looks like wet or waxed as stated above and if the color looks ok then, I would tape it off and spray automotive clearcoat on it. I had a '90 Storn GSI and my daughter had thrown gum out the window and it stuck to the door. By the time I had gotten it off I had taken the clearcoat off the paint. I taped it off, sprayed it and buffed it out with a high speed buffer. You had to look really hard to see the area that had been redone.

If you do any car shows, your gonna want to spray the entire panel. That would include NEW basecoat and clearcoat. New clear will not adhere to old base for long. It shouldnt cost that much to do just that one panel (rear roof + quarter tops). All your attempts with polishes are just making repainting it harder. I think Id run from trying to paint something thats been covered in Armor All I would do it for a few hundred dollars. Or you can do as Mark suggests and pay $200-400 for a Maaco all over job. You can improve their quality by sanding and masking it yourself. For dealers used cars I myself do the prep and let the Maaco next door shoot them for $150 and they turn out fine. Check some of your local ones jobs first. Im fixing to send a 2002 Suburban over to get shot for the dealer.

ha, my 87 GT is the same way, only on the roof panel, too. How hard is it to remove these pieces for prep work? Can you still do this with the parts on the car? I HATE MAACO overspray.

The rear roof section is all the same part as both upper quarter panels. So yes it can be removed, but its a ton of work and can easily be painted on the car. Just make sure they dont get any overspray on it and tell them that or even get it in writing on the invoice. One here 'bags' a car as I do in plastic when painting just a part.
