To do this do I need to remove the dash, or stand on my head, and get to them from underneath?

The back side of the instrument panel comes off with the removal of (if I recall) four 7mm screws.
The cover comes off and you can look thru the windshield and reach inside to remove the bulbs.
The lights twist out the back.

Remove these screws:




See all the little knob-like things sticking out below? Turn them counter-clockwise (like unscrewing) and pop them out. Simply replace the bulb then re-insert the bulb holder. Careful not to gouge the flex circuit.

They turn about a quarter turn and then fall right out
