Down the steering column on the opposite side of the start (ignition) switch. (drivers outer side)
It operates with a rod, it sometimes pops out from time to time and is not seated properly.

He meant to say it's on the opposite side of the ignition lock cylinder, the actual ignition switch is down on the column above your left shin, and the hi-lo switch is on top of it, held on with a shared screw in fact.
