Tonight I tore down the steering column and red locktighted the four infamous reverse torx bolts. Then started putting everything back together.
But I am stuck. I just spent the last 2 1/2 hours trying to get the lock housing back on With the high beam actuator lined up to work.
I have failed over and over again. I tried every trick and method I could think of. I can get it to work but only if I slide the lock housing out an 1/8" or so. Once the bolts are snugged--the high beam actuator stops working.

If anyone has any ideas please let me know---going to take a cold shower and head to bed, Will try again in the morning.

Edited to add that I have not reinstalled the blinker switch assembly yet if that makes any difference.

I had that article printed and lying in the seat already.
I have done this job before on our other Fiero but for some reason I cannot get the high beam actuator to work when the lock housing is snugged down.

If it is assembled correctly, but the actuator just will not "click" high to low, just adjust the dimmer switch down a little bit. It is on slots. Your column was loose and it is likely that the metal wore away on the pivot mount just a little bit. This will make the column slightly shorter. The result is that you will need to adjust the dimmer switch a slight amount.
