My windshield wiper fluid motor works, I hooked it up to a direct power source and it squirted water; however nothing happens when I turn it on the correct way. I hooked up a multimeter and the voltage shows something kinda wierd, when the fluid is supposted to be squirting the voltage jumps to 12ish then back to 0 rather quickly and doesnt allow the fluid time to come out of the hoses...

It's not that uncommon to have problems with the turn signal stalk. I don't know enough about them to say if that's your problem, but you might find some answers if you search the forums for it.
