I've tried to install PIP several times and get Runtime Error 53 or 13. Any ideas?

I have to turn my firewall off when I want to upload a pic. Then I don't get the error 13 when i start the program. Make sure you turn it off the firewall long enough to start the program, upload the pic or pics, then turn it back on again. I was attacked as soon as i turned it back on. But thats my experience.
