The right turn signal does not come on with the parking lights but comes on when the turn signal is actually on. I'm guessing that there is a electric problem somewhere but where would the wires for just the right turn signal while on parking lights and not the turn signal itself be located?

I had the same problem. The problem was the bulb it self. This bulb has two filaments in it. The other bulbs only have one bulb, since they only do one thing and this bulb does two. Try changing the bulb and see if that works.
