Since I need a new fender, I figure I'll get rid of the pinstriping on the car since I won't put pinstriping on the new fender. I found 2 tools at eastwood but I don't know which one to get.

Here are the ones at eastwood:
Vinyl Eraser 3 1/2" Diameter
Vinyl Eraser And Arbor

I don't know what an arbor is or if I need one. Or would NAPA, Autozone, Advance, etc. carry something so that I don't have to pay for shipping?

The arbor fits into the end of the drill, without it the chuck would have to clamp on the threads of the eraser wheel stud. It weighs next to nothing so freight will be minor.

Consider the paint fade ... I've seen cars that still had a faint pin-stripe faded into the paint because they were on for so long the paint underneath
didn't fade. It looks kinda funky if one fender (or what-ever) is different than the rest of the car, but if it's all original body work than subtle can be
acceptable to some folks, others ... not.

There is a good chance that you will not need to buy that. I've removed a lot of pinstripes without any tools at all. Most will come off by peeling them from the end. Just get the end started and start pulling up gently at about a 45 degree angle. Just go slow and take your time. Also leave the car in the sun for awhile before you start. The hotter the vinyl, the less grip the glue has.

The 'Ghost Stripes' may be a problem. On my Toyota, I have faint ghost like pinstripes from where the original vinyl stripes were. The sun just didn't have a chance to fade the paint under the vinyl. This is some I can live with since I'll be replacing the stripes with some graphics that I've desgined for the car.

A ghost stripe will look better than a pinstripe everywhere except the fender. Trying to find striping to match will be tough since the old stripe is very faded.

You can use some polishing compound for ghost striping, it will help to blend/fade the paint together better... it can probably still be seen if you look at the area down close, but it should be way less noticeable from a distance. We just did this to Max's hood decal that was so deteriorated it was disentigrating!!

I just finished removing Tsukiko's pin striping we put on Kuro Neko when we got her, it was beginning to pull off anyway because the pin striping was old to begin with... a razor blade works well for getting underneath the edges to start pulling it off, took me about 10 minutes total. We just picked up new pin striping but haven't had a chance to put it on yet... Max suggested going over the area where the new striping is going with some rubbing alchohol which dries almost immediately and will remove any build up that might be present.

Now I would just like to strangle the idiot who re-painted the car and didn't remove the original pin striping!! grrrrrr.... not to mention they used a really rough sand paper and left deep gouges in the paint!! That's worse than ghost striping since the only way you can fix it is by repainting the car and stripping it down to a smooth surface!! Plus the striping went all the way around the car, and I don't like it across the front and back ends, the rest isn't noticeable when you get new pin striping over it.

napa would know what an arbor is and may even carry this item

I took off some pinstripes on mine today, i just used a pocket knoife VERY carefully yo scrape up the edge, then peeled away. You might need to scrape up the edges quite a few times though : (

Just go to Home depot or Lowes and get a paint removal heat gun. Don't get crazy with it use it sparingly and then pin stripes decals and the other similar type stickers will be real easy to peel off.
