Are improved ignition coils a way in increase HP? What do they do?

yes.
the stock coil has trouble re-charging quick enough to get good spark, and it really starts to show after 4000 RPM's.
it is noticable on the ass-o-meter, and does change the exhaust note a little.

Replacing faulty coils with good coils will net an increase, but not over stock. The stock coils work just fine over the full range of useable power output from the engine.
