I'm not sure what the problem is you're experiencing...
Are you using the factory crank main bolts to affix the windage tray from the Fiero Store?
I bought one just a couple of months ago, and it came with a whole set of bolts to use with the windage tray... didn't yours come with that?
It came with instructions too... it basically said that the only thing you need to do is modify the oil pan. There is a factory baffle in the oil pump, you need to cut away about 1/3rd of it. This is really really easy to do if you have a small cutoff wheel or a dremel.

The bolts that were included in the kit basically were really long and had the studs already attached to them.
It's a really good piece to have... I've used one in an SBC and it definitely helps give you a little bit more mid and high rpm. Especially in the top end.
I typically (frequently) slightly overfill the oil in my car.. not by much, maybe half a quart or so...
This simply helps prevent the oil from slopping up on the side of the crank and causing resistance to it.
It's a great modification to have if you plan on building a motor that will have higher rpm power.
