Ok...

Will a 17x7" wheel and a 17x9" wheel stick out the same amount if they have the same offset? If so, then that would mean that the mounting plate would be the same thickness and the width of the wheels would be going towards the inside of the wheel right?

No. The 9" wheel will "stick out" one inch beyond the 7" wheel. It will also extend inward one inch more than the 7" wheel.

Ok, so the same offset is actually different after you change the rim width. Like you said, with the 9" wheel it would gain an inch on the inside,and outside compared to the 7" wheel. And with an 8" wheel it would gain a 1/2" on the inside/outside. I understand lol.
