This is the throttle valve cable, that goes from the throttle body, down to the automatic trans?
if so - theres a button on the bottom side, its hard to push. I've used an allen wrench/hex wrench, whatever you call it, used it like a lever to push the button. this releases the cable. when it released, pull it back away from the throttle body as far as it will go. then, release the button, open up the throttle all the way, and it will pull the cable thru to its spot.

Idle Air Control valve (IAC) perhaps? Make sure the cone is clean and has no groove cut on the surface. Clean the seat area of the throttle body (TB).
To install, make sure the distance between the tip of the cone and the valve body is no greater than 28mm (to shorten push down cone while wriggling it back and forth) torque to 18Nm.

Throttle Position Sensor - no adjustment is necessary just make sure the tab (contact lever) is bent @ 90*.

mr. Fiero,
If you're asking about the throttle position sensor (TPS) adjustment there is no adjustment on the 4 cylinder TPS but the 6 cylinder TPS does have an initial adjustment. Key on- Engine off at closed throttle, the voltage from the power wire thru the variable resistor to ground wire should read .54 volts (+ or - .075v). If it's the TV (Throttle Valve cable adjustment then Pyrthian has done that nicely. The IAC valve was explained nicely by Indiana. If it's not one of these that you're asking about, please describe a little more. GL

Don't adjust this - it sets the base idle speed and is calibrated at the factory. Setting it correctly requires a special jig...

That screw is not an adjustment. It is the throttle travel stop, and is not meant to be adjusted. If it has been tampered with, special tools will be needed to properly adjust it again. If you have some experience with soldering and electronics you can make an interface to connect your laptop or computer to the computer in the car that runs the injection. This will allow you to properly adjust the throttle stop.
