One motor refusing to open is likely the motor. It usually means the motor is binding more than it should and the module is shutting it off. (You want this to happen.)
To test...
Turn the knob on that motor one turn to loosen it then shut the hood. Turn on the lights. If it comes up now then you need to lube the motor inside.
You need a drop of oil in each of the bearings in the lower section. The top bearing under the knob is not likely to ever bind but you can try taking the knob off... be careful. the knob likely breaks easy as old as it is.

If it won't come up then yes the module could be bad.
