Gauge is energized when in run or start, but not accy. And if engine is cold, gauge should be slightly below the 100 mark when the key is in the run or start position. No idea where the gauge decides to settle after engine is off.
'Search' on temperature gauge to find some good threads on calibration and resetting the needle if required.

With ignition on , the gauge should read 100. or if you place a 55 ohm resistor across the two terminals at the temp sender the reading should be 260. If you have to adjust it you will have to pull the hand off and re-position it.

Gauge or gage? The Fiero owners manual says they are gages. Anyhow, here's a link to a detailed test of "GM Dash Cluster-Gage Accuracy" : http://members.dandy.net/~k0xp/Oldsmobile/OldsCooling/TempSensor-GageAccuracy.htm
Note that the author uses "gauge" most of the time except in titles and tables where it's "gage".

Gauge is a instrument of accuracy
Gage is a name of a person like mine.
