well in managed to come up with an ingenious mixture or colors to make an almost exact match to my car for my Turbo Sunbird hood vents. First black primer then a couple coats of brake caliper blue paint, then 1 coat of a metallic "candy apple" blue paint, then the "candy apple" clear coat. I was hoping to have them mounted by thursday, i already made the measurements and marks on the hood...and its suppose to rain saturday...So, think they will be good enough to handle and mount without worry of scratching/chipping or marking them up easily? thanks

Depends on the paint composition.

Generally, I give primer 5 minutes to "flash" before the next coat (urethane primer), and for enamels, give it at LEAST 15.

After you are done painting, let it sit for a MINIMUM of 12 hours somewhere reasonably warm (above 60º)
