While I was getting my tires all back up I noticed that my wheels have siver overspray on them. What can i do about that? I like the look of the back wheels but silver overspray just kills that.

if its spray can silver on it. Prep sol or similar solvent should take it off. Be a real pain going between each one all way around though. If that dont work, try some laquer thinner, but be sparing, you could mess up the black. If it still wont come off you probably going to have to paint the black again.

Is it hard to repaint the wheels? how would I go about masking off the outer lip?

to mask the rim, go around the edge with 'blue' fineline tape, then add 2'' masking tape. you can scuff up the black with a red scotchbrite and spray. You can do it with regular spray can. Krylon sticks very well if the surface is clean and dry. If yours are in decent shape, I would not strip them. If you do get a chip in the Krylon, it wont be noticable if you leave the original black on.
