A locked Delco deck can be decoded by retrieving the lock code lookup number from the deck by depressing a combination of 2 number buttons and then the am/fm button for the other number code. (i think). Only the dealer can supply the matching unlock code for you via GM techline. In most cases, the parts dept might do all this for you over the phone provided that you supply the deck's serial and model numbers so they can verify it isn't stolen. I would talk to your local GM part's dept before you purchase the deck to see if they will help you out. $200 is way too much to pay for someone getting in your car and pushing a series of buttons and then making a telephone call to obtain the stored code. You don't even hook up a scan tool. It only takes about 5-10min to do all of this including making the call so I don't know where they get off charging you $200 for this.
