can someone give me detailed instructions on how to drill out a bolt... it is the bolt on the battery hold down... it broke and noone here knows how to do it... I would really appriciate any help. even a website would be good

Start by using a center punch to start the hole as close to the center of the bolt as possible. Use a small drill bit to begin and drill all the way through the bolt. Now there are 2 ways you can go from this point. Either you can use an e-z out screw extractor and try to get it out with that. Or another method would be to drill progressively larger holes until you come very close to the size of the bolt and the use a tap to cut new threads. Take your time, use oil to cool the bits and most of all, do not put any side stress on the drill bit or it will snap then you will ahve a real problem.

I think that the remainder of the bolt penetrates through to the fender well. Loosen the fender well up and take a peek. If it does, take a pair of vice grips and turn it through the bottom with no back ache or broken bits.
