Throttle stuck......help by 85 gt fiero

well i bought a 84 this weekend and finally got it running after years of sitting, when i got it runnuing the thorttle is stuck i cant move the butterfly even (4 cyl) and when i push on the gas pedal it has a lot of tension, there is some rust on this car so could the cable just need to be lubbed or the parts outside of the throttle body need to be broken free and lubricated, and also when i turn the car off the fuel pump stayed on so i pulled th fuse out. Any ideas would be greatful.

UN hook the cable to see if the cable is stuck [try to lube it or replace it] or just the TB plate is gunked up [spray carb cleaner]
fuel pump relay is next to the a/c relay and both are same swap them to see if relay is stuck on, it is a black box on firewall 2 next to each other mounted high up
