Can the 2.8 heads be milled safely and how much can the be done? Mine are warped just a little more than allowed, but if they can be milled that should take care of the warpage.

They can be milled but the intake needs to be milled with them.

Don't go over .030" total. We milled a pair .060" and the intake sits on the block and barely seals.

The heads are only about .010-.015 off.

That's fine. The only issue is if they milled them before so you are effectively hitting the .030" limit. Probably not though.

Make sure they check the intake. It might need to be milled to mate correctly.
