They're talking about the water seperater/inlet silencer that's just behind the little grill on the air inlet. You really get no horsepower gains. That little hole at the bottom of the plate is not where the air goes in, that's to let water drain out. Air travels up over that plate.

If you want to take it out, the easiest way is a hammer.. you might feel some gains on the ass-o-meter, but that's purely psychological... no actual horsepower increase unless you go the whole nine yards and make a ram air system. just my 2 cents

Making it a RAM air isn't necessarily that hard and even then won't give you that much of a boost except a little more LITTLE more oomph in passing on the freeway. Taking it the box all together and putting in a comprable tube is the way to go. The box makes a lousy water trap to begin with but makes a more effective "muffler" to hide the intake hiss. If you like the hissing intake without going overboard with a K&N pipe stuck down behind the panel (I know the Fiero Doc did that with his 3.4 but I think the hiss is too loud...) the tube is the way to go. Oh, and a scoop if you want the RAM AIR thing. Just don't expect a 5 hp gain or anything you might just redistribute a little power to mid range.

Check out my "air cleaner" topic listed on Saturday. Disscusion about RSM and there ram air product is included. I took out the box from my parts car and removed that piece of plastic with the handle side of my baseball bat
