not around here... the beltline is 55 but on my drive to work at 2pm not a single person is ever under 60, save for a select few (obviously excluding times of heavy traffic). there was a cop parked on the side of the beltline just chilling there and at that time (9pm) not a single car around me was under 70, and we were falling behind the cars ahead of us. These speads stayed steady even then they were doing construction on the middle of the beltline during the night.
East Wash is the same. its a 35 but average speed id estimate at around 40. and dont even get me started on 14 (or whatever it is that goes from madison to oregon) lol
