I have a possibility that the window could be miss set in the door, I noticed after it snowed and it leaked in while the window was shut. The window is a powered and I have repeatedly tried to roll it fully down and fully up to shift it into place and I have now noticed a whistling and fog building up there while driving.
Any ideas for what is wrong?

If the rubber seal seems intact,
You can try taking a peek inside to see what's up - it seems pretty simple to disassemble the door to physically check things out:
It may be an issue with your door regulator...
17:40 in the second video shows you the little window to examine the window's placement (if it's properly "locked" in)
Back in the day, we'd use a garden hose to check for leaks..
