Exactly.
The phrase "partial martial law" sounds almost farcical as it rolls off the tongue.
I doubt that even that most esteemed of retired Lieutenant Generals, the inimitable Russel Honoré, would be able to keep a straight face while announcing the declaration of partial martial law.
Maybe that's why it's hardly ever been declared.
Can anyone remember a time when they became aware of a declaration of partial martial law?

Now, if they were to bundle up and ship out a package of instructions on how to conduct the exercise without regard to race, creed or color, would that be a parcel on impartial partial martial law?
