Basically he claims the riots were mainly staged and conducted, funded and allowed.

"a list of 19 felony crimes for which his prosecutors will no longer request bail. “What that means to the defendant is that he or she will promise to make all court appearances and follow any other conditions set by the judge. With that, they remain free until their next court hearing.”
The crimes for which bail will no longer be requested are (among others):
Theft under $35,000
Theft of a motor vehicle
Forgery
Damage to property******************************
Fraudulent identification or Driver’s License
Possession of burglary/theft tools
Identity theft
Mail theft
Possession of stolen or counterfeit check
Insurance fraud
Counterfeiting currency
Sales of simulated controlled substances
Wrongfully obtaining public assistance
Wrongfully obtaining unemployment benefits
Lottery fraud"

There has been similar proposals by the Atlanta City Council and Raphael Warnock, a candidate in the senate runoff election had spoken up in support of it. If elected, he may take that to Washington.

Apparently there is no correlation between bail and public safety. So release the rioters to riot, loot, and burn without consquences. Tell the victim of domestic violence that their safety isn't effected.
