Is it? It seemed to me just a kind of addition to what forum member randye has been posting here (over and over, with every new passing day.)
If I recognized any of the people in the videos and photographs that the FBI has posted on their website--yeah, I'd think about using the FBI tip line.
It's not like I've gone through this large collection of videos and photographs, looking to see if I recognized anyone.
I just picked out one photograph, and then thought better of actually posting it.

I'm reminded of an old saying: What goes around, comes around.
Posting an image and then suggesting an illegal activity, such a report could result in a legal process that no one would enjoy. I'd be real careful about "joking" around, it could come back to bite one in the ass.
Personally, I think Cliff should trash can this whole thread or at least delete certain parts of it, but that's his choice.
