That's an assertion:

It's a good thing that no one came back here at me with "Yeah, Snopes(.com), just a bunch of left-wing b*lls**t, who's gonna believe anything from Snopes(.com)..?"
It's a good thing because I was going to say "I'm like the anti-matter version of Rudy Giuliani. I can smell another uber-rightwing reactionary media, bow down to Trump, nullifies the Insurrection Act kind of 'crock' like this from a mile away."
Fortunately, I don't have to say that.
Newsweek has another column on it that lines up with Snopes.
Neither the new Coronavirus Relief or "stimulus" bill or the new National Defense Authorization Act legislation would nullify the Insurrection Act.

The ACA started as a 12 page document and got bloated after over a year of negotiations from both House and Senate making changes. Bottom line is both sides knew what was in the ACA from the start as they both worked on the bill over a long drawn out period of time. The current covid relief bill was written behind closed doors in a hurry after much wasted time of doing nothing but done intentionally because they 1) needed to come up with something 2) did not want anyone to have time to read it so as to make sure a lot of money goes to those who need it the least while screwing over those who need it the most.
