Whichever one pulled the trigger (and ballistics will show). They had all kinds of other options.

Basic gun safety #101....you DONT fire unless you know 100% what's around and behind your target. This aint a paintball game where you just spray wildly and hope for the best.

If I'm out <sshhhh, be vewy vewy quiet> hunting wabbit and miss, hitting somebody because I'm exited and stupid, then I am responsible. This is no different. The shooter is responsible for where the bullet goes, and a job descrption is no protection from that.

Interesting. Somehow, if that wabbit came close to running over me, I doubt I'd agree.

OK, so somebody tries to hurt you and you open fire. Hit a bystander in the process.

Do you REALLY argue you can say "ooopppssss, bad aim. Sorry 'bout that" and walk away for more shooting practice so it dont happen again ? DONT work like that for you and me, and doesn't for (or shouldn't) for them either.

At minimum its negligent homicide. More so because they are supposed to have a high level of firearms training and competency. These aren't guys with fresh ink on the certificate walking out of a gun store to go go drink beer and shoot old fridges.

I'm not going to argue that point, there is some validity to what you're saying. But, there is little doubt of your deep seated hatred for following rules and for those who enforce them.

Just a little more training is all they need according to then Police Chief Charlie Beck.

"Prosecutors are declining to criminally charge eight Los Angeles police officers who injured two innocent women after mistakenly riddling their pickup truck with more than 100 bullets during a manhunt for cop-turned-killer Christopher Dorner, according to a report released Wednesday.

The Los Angeles County District Attorney's Office said there was insufficient evidence to prove the officers acted unreasonably when they shot up the truck on Feb. 7, 2013, according to the report, dated Friday.

Los Angeles Police Chief Charlie Beck previously found the 2013 shooting violated department policy. But, he said the officers involved would be allowed to return to the field after additional training because he had confidence in them.

When one of the women threw a newspaper onto the pavement in the early-morning hours, an officer believing the sound was a gunshot opened fire. Officers unable to see clearly into the truck sprayed it with 103 rounds, and hit seven nearby homes and nine other vehicles with gunshots and shotgun pellets.

Margie Carranza, then 47, suffered minor injuries from broken glass. Her then-71-year-old mother, Emma Hernandez, was shot in the back but survived.

The women won a $4.2 million settlement from the city.

The investigative commission that recommended no charges be filed, said this:
The sergeant wasn't trained to oversee such a protection detail and there was no operational plan. The commission also cites the officers' inadequate firepower. The commission found that given the high priority location to which they were assigned, the officers "were equipped with inferior firepower and were at a significant tactical disadvantage". It said they should have been deployed with patrol rifles and possibly slug shotguns..

Thank God for small favors that they weren't huh?
