Carter, yes the mystery is solved. I'm still an idiot  Cliff, here are the shims. They allow the brake pads to float with the caliper:

And Tedd, I guess I'll expect to see that bus in 4 days

I guess the way they're made, there's no real way you could install them backwards right? So the black side will always be outward facing?

Correct and as it turns out, the black coating is some sort of tacky material so that it won't vibrate in the caliper bracket.
