Isnt there an age exemption ?

My 67 Mustang was age exempt when I lived there in 88-89, and when we had smog testing here (no longer do) anything over 25 years was exempt.

There is. I believe it is 1971 and earlier are exempt.

In CA I found this on the DMV website:

Your vehicle does not need a smog inspection if your:

Gasoline-powered vehicle is a 1975 year model or older (This includes motorcycles and trailers.)
Diesel-powered vehicle is a 1997 and older year model OR with a Gross Vehicle Weight of more than 14,000 pounds.
Powered by natural gas and weighs more than 14,000 pounds.
An electric vehicle.
Gasoline-powered and less than eight model-years old.

Again, Depends on State.
Some States in recent years just added 25+ years to drop E-testing because how Inspections are done and few people that own 25+ year old vehicle.
Other States, not just CA, require E-testing Pass for all w/ Normal Tags.

I think NY is one that added age because S and E Inspections are done by Private Businesses that doesn't want to keep and maintain Expensive E-sniffers to use maybe a few times per year or never.

Unlike MD DE State "Barns" that does E or Both Inspections.

Antique/Historic and a few other Tags can bypass this but you're often limit to driving to shows, cub events, parades, and such things and/or have very low miles/year limit.
Side Effect is that a HOA, County, City, etc, can restrict where/how you park when don't drive a car w/ these Special Tags because how long between drives.

I had to go to 4 or 5 shops with the Fiero before I found one actually willing to smog an older vehicle, because nobody wanted to do more than plug a code reader into an OBDII port. The one I finally found wiling to do it, 'Smog Hut' in San Jose, was in a seedy little area, and the guy had obviously never seen a Fiero before.
