"Can" is a loaded word... hah. "DO" is another thing. I DO think there are people who vote who shouldn't, either intentionally, or unknowingly. There are literally illegals in CA every year who vote, that don't know that they're not supposed to.

It was, in fact, more of a cry for help – another what-the-hell-is-wrong-with-Joe exemplar.
