I'm not seeing anything in here that makes the city a good candidate for being a "climate refuge" city, other than the fact that it had been previously destroyed by Democrat policies so there's open space and empty buildings that can be occupied...

10-15% of their energy is produced by coal.
But I'm all for people making change if the majority of the city support it... we'll see what they're able to come up with. Right now, there's not a lot going on except for making rugged pants and work clothes.

No, not always. There are a lot of big cities that have Republican leadership. You have Miami, Fresno, Fort Worth, Tulsa, etc... there's a few... but I can't really think of them. I would say it's mostly Democrat... probably 1/3rd of the big cities are Republican.
