I don't know what the laws are now as I haven't been certified in a long time but at one point if you were certified responder and didn't render aid you could be held accountable.

There have been cases where accident victims have sued their rescuers due to injuries made worse by rescue attempts.
That is why the first thing you learn is to never move someone unless they are in a life threatening environment.
Is it worse to live the rest of your life in a wheel chair or to die in a fire? Doesn't matter to insurance companies, they just want to move blame so they don't have to pay a claim.

I called the cops (because that is the way to get medical aid the fastest to that location) . I didn't want to go near him - if he was drunk or nuts or something, I don't need to have that happen with my kids there. Had enough of my share of "intimate encounters with crazies"...

A four mile stretch of my regular bicycle ride goes through an urban park. It is not uncommon to see someone sprawled out under a tree or a bridge. Based on their location, position, surroundings, etc., I have always assumed that they were "sleeping it off" and just let them be. If there were some reason to suspect otherwise, e.g. face down with limbs extended in odd, random positions, I might intervene.

About a year ago, the cops had just fished a body out of the canal as I passed by. I never learned the rest of the story. That's life in the big city.

The impression I get of the "Bay area" is that you can't walk around the block without stepping over a wino or two. How bad is it really?

That's why almost all the state statutes I looked at specified non certified persons (Average Joes)

Yes, I'm sure non-medical people have been sued for rendering aid. It's the reason for Good Samaritan legislation.
