Deserving? They probably feel deserving already. She wasn't concerned with deserving. She just wanted more Blacks and women based on race and gender. England is 85 percent White.
American Whites who are deserving get shut out of scholarships based on only skin color and religion. She probably wants to see more Americanism in the country she's trying to engage with, by 'fixing' them.
