If you have an electric you can, but run a dehumidifier in the laundry room with it, the excess moister from the dryer can cause mold issues.

Yup. If you guys remember I put one in like that last winter, and gave up on the idea and sold it in a month. Besides the moisture problems that fine lint gets everywhere. I'd rather spend a few bucks at the laundrymat.

A backdraft damper is what you want, but as suggested above, i would have to be cleaned periodically because of lent.

A 4 inch hole can absolutely be drilled in concrete, its done often in commercial construction. I dont know how difficult the particular spot you have is to get to, but it seems that it should be possible. here is a amazon link to core bits ranging in size from 2 inches to 13 inches. edit also you can rent a core drill from home depot rental to use these core drill bits.

Interesting. Never heard of one of those. The only concern I would have is that I would mount it in my part of the house (I can't see having to bother my tenant every week or so to clean out/replace the filter) and it would give off quite a bit of heat. I live in NC so it might overtax my 25 year old central air. Your thoughts on this, please?

You could install the backdraft damper anywhere between your drier and the Y connection. Put it somewhere that would make it easy to maintain.
an example:

I figured there had to be something... just didn't know the name of it.
Here's one type, rather unique (which isn't what is pictured below)...

Interesting except that would preclude both of us using our dryers at the same time, right?

Bit of a pain, but can you just unhook and cap the vent line when not in use ?

No, your drier would blow downstream and keep the damper open. Think of exhaust pipe theory. The exhaust from each drier will cool as it moves downstream and thus the flow will slow and the pressure will drop. Your high pressure and high velocity flow will overcome the flow from the other machine as long as the damper is substantially closer to your machine.
To be a nice guy, you would want to install a damper near her machine as well.
