Wrong.
Nobody has any reasonable expectation of privacy* when in public and that includes while on public roads. That is well establish law supported by decades of case law.
There isn't any court in the U.S. that is going to seriously entertain any "invasion of privacy" claim arising from being videoed in public by a dash cam.
Moreover, even if someone is served with such a "nuisance lawsuit" most states have statutes that provide for the successful defendant to claim attorney fees and expenses from the plaintiff.
