That video clip of President Obama... that is overt (out in the open). Not covert. He's not hiding his endorsement of Emmanuel Macron from the voters in France.
Was there some kind of covert or under the table arrangement between President Obama and presidential candidate Emmanuel Macron? A Quid Pro Quo..? Obama's endorsement of Macron, in exchange for a secret promise from Macron of some particular favor to the Obama administration, in the event that Macron were to become the French president? (Which, of course, he did.)
That would be a concern for the French. For the guardians of the integrity of the République français.
On the face of it, President Obama's public endorsement of the candidacy of Emmanuel Macron did not transgress against any of the laws of the United States. It might have been a transgression, on the part of President Obama, against the traditions of the U.S presidency.
A comparison here, to the concerns of the Mueller investigation? Not quite. It's American-grown apples, vs the finest oranges from the former French colony of Tunisia.

When Obama supports the French president and his socialist policies while the population is rioting in the streets over those policies demonstrates just how out of touch Obama is. The population is ready to bring back the guillotine for the French president. Obama should visit France and join their president on his march to the guillotine.
