I have cleaned the throttle body and lubed the linkage, but the gas pedal still sticks. It doesn't stick when the car is not running. Has anyone had this issue? I'm thinking that something may be wrong at the gas pedal instead of the engine.

Pedal parts can wear or dirty causing stuck pedal.
Clean but Do Not use oil/grease after. Spray Metal w/ Dry Teflon to lube.
If already has oil/grease... then try cleaning and look for better plastic parts.
Plastic hate most oil/grease.
Cable may have heat and other damage causing cable binding.------------------ Dr. Ian Malcolm: Yeah, but your scientists were so preoccupied with whether or not they could, they didn't stop to think if they should. (Jurassic Park)

Do you have floor mats??
My floor mat had a hump in it that would cause the gas pedal get stuck. Removing the floor mat solved my problem.
If your problem is in the cable, you may notice the problem more when the engine is hot. When the cable gets hot it may swell enough to cause it to not return smoothly.

Yes, but I checked and the pedal is clear of the mats. It only sticks when the engine is running. It is smooth as silk until I start the engine. It sticks when I first press on it, I can keep it from jumping forward with the clutch pedal. It is aggravating as hell.

I am going to take the gas pedal apart and see if there is something going on with it as suggested by theogre. I may have to replace the bracket with the plastic piece in it.
