It's a high bar (toweringly high) that was set, for the performative art of sarcasm on the political stage, by former President Obama.
Like the time Obama went to Poland and had his audience howling with laughter about "Polish" death camps during the Nazi occupation of Poland during WW2.
Or the time that Obama pretended to fall victim to an open microphone, almost whispering to Russian president Dmitry Medvedev "I'll have more flexibility after I'm reelected in November." Nudge, Nudge, Wink, Wink. Without Saying the Quiet Part Out Loud. In other words, Dmitry, you can bloody well kiss my ass if you think Barack Obama is ever going to cut you any favors. Sarcasm at its finest.
Or the time that Obama said he had visited all "57" of the United States. "Yeah right . . . 57. Like Heinz 57 Varieties. You people are SO dumb."

I think that's a little misleading. Congressman Gohmert asked if any thought had been given to these ideas; I wouldn't say that he outright asked if there was any confidence about a human capability to do this, nor would I say that he asked if there was any confidence that it would be a good idea to actually do it, if it were possible to do it.

It's not remotely feasible for humans to do anything that would change the Earth's orbit around the Sun or the Moon's orbit around the Earth, "period", whether it would be for the purpose of defeating or mitigating the effects of global warming or for any other purpose. Spoiler Alert
